NHD Project- Hurricane Katrina

Could Hurricane Katrina been prevented? Who's to blame for the failures of the U.S. government? Most of all my resources are from the internet so I need more sources from books and also interviews. I feel that I'm coming along very well with my project. I am looking for new information almost everyday. My topic reflects conflict and compromise. The CONFLICT is the fact that the government took so long to come to the rescue of New Orleans and other cities. The COMPROMISE is that the formation of those cities are coming together after two years.
